Exactly. And not only that, if it was such a good idea, it would have solved the problem the first time. This is like the Republican amnesty under Reagan. The Republicans proved that amnesty does not work.

The policy of LA County in the 60's was to encourage more welfare and the county was very much aware of bus loads of Mexican women who arrived from Tijuana every day to give birth at LA County hospitals to anchor babies, although that term was not used. More welfare cases meant more county welfare workers to administer the programs.

This is known as "bringing money into the community". The idea is totally devoid of the reality that welfare funding derives from the tax base. It is either an ignorant policy which is divorced from reality or it is a cynically calculated means to an end, probably a little of both.
