Let's be real here. Most illegals ARE registered with the feds in some manner already. Many having been picked up and released on parole or what have you, while others have submitted applications for some sort of legalization, and still more paying taxes under ITIN's. The only ones' who AREN'T registered already are those who are in the felony or wanted class who supposedly wouldn't benefit from amnesty anyway.
