SUMMARY : Establishes new minimum size requirements and other
changes to identification cards for a specified class of
registered professionals.

The Senate amendments delete the requirement that the
application for registration of a natural person as a
professional photocopier to be signed by the applicant under
penalty of perjury, and instead:

1)Requires the application for registration of a natural person
as a professional photocopier to be certified to be true.

2)Provides that a person or entity that knowingly provides false
information is subject to a civil penalty of a minimum amount
of $2,500 and a maximum amount of $25,000 for each violation.

AS PASSED BY THE ASSEMBLY , this bill was substantially similar
to the version approved by the Senate.

FISCAL EFFECT : According to the Assembly Appropriations
Committee, there are no significant costs associated with this
legislation.

COMMENTS : This bill, as amended in the Senate, is non-fiscal,
requires the application for registration of a natural person as
a professional photocopier to be certified to be true, and
includes civil penalties.

So he wants to decriminalize someone who makes a false statement while applying to become an official records photocopier. Anyone want to guess who would benefit from this?
