NEW YORK -- The U.S. government imposed new rules Wednesday requiring airlines to make more timely checks of terrorist no-fly lists after the near-escape of accused Times Square car bomber Faisal Shahzad.  
 
The Obama administration ordered all airlines to examine their flight manifests for suspect passengers within two hours in circumstances where they receive notice of a special threat by a particular individual. Previously, airlines have only had to check no-fly lists every 24 hours for matches with passengers.  
 
The move came after Mr. Shahzad, a 30-year-old naturalized U.S. citizen, was allowed to board an Emirates Airlines flight bound for Dubai from New York's Kennedy Airport on Monday, despite having been placed on a no-fly list at 12:30 p.m. earlier that day. The airline did not take action after receiving a message sent to all airlines alerting them to check their flight manifests for an individual added to the no-fly list, U.S. officials claim.  
 
Mr. Shahzad may have eluded early detection by making his reservation with the airline only as he dashed for the airport that evening. He paid for his ticket in cash on arrival at Kennedy. Customs and Border Patrol agents at the National Targeting Center in Virginia discovered his presence on the aircraft while making a last-minute check against the completed flight manifest.

Mr. Shahzad, who became as U.S. citizen in 2009 after a decade living here as a legal immigrant, has been charged with an act of terrorism transcending national boundaries and an attempt to use a weapon of mass destruction.

Initial reports indicated the Emirates Airlines flight Mr. Shahzad was aboard had already departed from its gate and readying for takeoff. Officials now say the plane's cabin had closed and Mr. Shahzad was seated when the door was reopened and he was removed.  
 
The plane then departed the gate but was called back so authorities could remove two more passengers, who were questioned and later released.
