Carr passes resolution commending Arizona immigration law



May 24, 2010, NASHVILLE – Representative Joe Carr (R-Lascassas) was successful tonight in passing a resolution honoring Arizona for their bold move on immigration policies. Arizona recently passed a law that allows law enforcement officials to require citizenship documentation on any citizen that is detained or arrested. House Joint Resolution 1253 passed with a 67-27 vote in the House on Monday night.

“For the past decade, this country has seen a sharp increase in illegal immigration. The federal government has failed to take any decisive action to curb this illegal activity, thus forcing the states to act. Arizona is to be commended for taking bold steps to address this problem,” said Representative Carr.

Representative Carr emphasized that he has read the entire Arizona law and the fine print, and that it goes out of its way to protect the civil rights of Arizona citizens. He said it also goes to great lengths to disallow any kind of racial profiling and only seeks to address the issue of illegal immigration.

Arizona lawmakers have defended the move as something that will also improve the state economically, and Representative Carr agrees. “There is no doubt that undocumented illegal aliens are a drain on this country economically. We budget for certain services based on the need of our citizens, and it is impossible to account for illegal aliens in that formula.”

The resolution says, “unlawful immigration is of major concern…as it threatens the security and safety of all citizens and legal residents and has become a huge financial burden on state and local taxpayers…Arizona has taken steps to address the problem of unlawful immigration following decades of inadequate action and enforcement by the federal government.” The entire text for House Joint Resolution 1253 can be viewed at http://www.capitol.tn.gov/Bills/106/Bill/HJR1253.pdf.

NASHVILLE - The House spent almost an hour Monday arguing over a resolution that praises Arizona and its elected officials for adopting a state law on illegal immigration, then approved the measure 67-27.
"What we're talking about here is gamesmanship," said House Democratic Leader Gary Odom of Nashville, contending that the state's tourism industry could be damaged by passage of the measure - HJR1253.
"If the sponsor wants to commend the state of Arizona, write a letter," Odom said.
"Why does he want to drag the state of Tennessee into this international controversy?"
The sponsor, Rep. Joe Carr, R-Lascassas, said his purpose was to "stand with a sister state" and say, "You're doing the right thing by protecting your citizens in Arizona."
Carr said he agreed that gamesmanship was involved in the Arizona legislation, but that it came from President Obama's administration in misrepresenting the Arizona law as promoting racial profiling.
Carr says he may next year push passage of similar legislation in Tennessee.
House Republican Caucus Chairman Glen Casada of College Grove complained about the lengthy Democratic protests, declaring "I've never heard so much belly aching in my life."
House Speaker Kent Williams at one point estimated the debate could go on for two hours, given the number of legislators who had asked to speak on the issue, and that he viewed the lengthy discourse "kind of ridiculous."
If the Senate now approves the resolution, which is likely, a copy will be sent to Arizona's governor and that state's Legislature.
House Democratic Caucus Chairman Mike Turner of Nashville attempted to amend the resolution to also send praise to Hawaii upon passage of its 50th anniversary of statehood in 2009.
Turner said it was "maybe an oversight" that Hawaii was not honored last year.
Carr, however, said any resolution on Hawaii should be offered separately rather than added onto the Arizona resolution.
Turner's amendment was killed on a 54-43 vote.
The House also adopted a resolution praising President Barack Obama for his administration's actions in providing aid during recent flooding in Tennessee - but only after amending the measure to express gratitude to all other organizations and citizens involved in disaster assistance.
Rep. Johnny Shaw, D-Boliver, had filed the resolution to hail Obama's administration, but he went along with the amendment honoring multiple others - and putting Obama at the bottom of the list.
The amendment was offered by Rep. Bill Dunn, R-Knoxville.
Even with the amendment, the measure brought objections of Rep. Stacey Campfield, R-Knoxville, who said the president "didn't come here, he didn't stop over and he didn't help any of the volunteers.
"To my recollection, when the (state's) congressional delegation asked President Obama to go above and beyond (in providing aid to Tennessee), he said no."
Shaw said Obama "did what all presidents do" and sent the director of the Federal Emergency Management Agency and other top officials promptly and that they dealt with the situation well.
