NALEO is governed by a 25 member Board of Directors comprised of the nation's Latino elected and appointed leadership with ex-officio representatives from Hispanic Elected Local Officials (HELO) of the National League of cities, The National School Board Association's National Hispanic Caucus of School Board Members, the National Hispanic Caucus of State Legislators, and the Congressional

You notice how this organization is both a 501(c) (3) and a 501 (C) (4) nonprofit.

The NALEO Educational Fund is the nation's leading 501 (c)(3) non-profit,
non-partisan organization that facilitates the full participation of Latinos in the American political process, from citizenship to public service.


The reason for both is with both they are eligible for government grants to the 501 (c) (3) and can use the funds for the political purposes of the 501(c) (4) to promote Latino politicians which promote Mexico’s agenda.
