Atlanta bans use of Matricula Consular cards

On April 16, the Atlanta City Council voted to repeal a 2004 city ordinance which allowed the use of Mexico’s Matricula Consular cards to be used for official government transactions.

The recent measure was taken after citizen activist and founder of the Dustin Inman Society, D.A. King filed a complaint with the Georgia Immigration Enforcement and Review Board, claiming that recognizing the ID which is often used by illegal aliens, violated the state’s anti-illegal immigration legislation (HB 87).

According to the group, Stand With Arizona, King's complaint was the first recieved by the board on the matter.

In March 2011, by a vote of 64-53, the North Carolina House of Representatives passed HB33 which banned the use of the Matricula Consular card, issued by the government of Mexico as an acceptable form of identification.

The bill went onto the Senate where it stalled in committee.
HB33 would have meant that the cards which are not verifiable and easily faked would no longer be accepted by any state agency, including police and schools.

The bill which was co-sponsored by Rep. Mike Hager (R-Rutherford) and Rep. George Cleveland (R-Onslow) passed along party lines, with all but one Democrat voting against it.

Rep. Cleveland argued: “The Matricula Consular is in reality not worth the paper or plastic it’s made out of,” and that the cards were produced by the Mexican government as “a way to legitimatize their nationals living north of the border.”
In 2010, the Durham city council voted to accept the controversial cards as a legal form of identification.

The government of Mexico through its consulate offices distributes the cards throughout the United States, mostly to those living in the country illegally.
The Durham City Attorney issued the following statement on the matter: “The official purpose of the card is to demonstrate that the holder is a Mexican citizen living outside of Mexico. It includes an official Government of Mexico issued ID number and bears a photograph and address of the Mexican National to whom it is issued.”

Council members reportedly received dozens of complaints from citizens, many worried that the cards will lead to illegal aliens voting in elections.
Mitch Kokai with the John Locke Foundation told WTDV: “It really doesn't tell you anything about the legal or illegal status of the person being in the United States.”

Kokai continued: “That could be the path that leads from this card to the official document - to being able to vote - and I think for voter integrity that's a concern a lot of folks should have.”

In September 2010, the staff of the Mexican Consulate in Raleigh came to Charlotte’s Concord High School to sign up thousands of Mexican nationals for Matricula Consular cards and passports.

While Mexican officials claimed that they were distributing the documents so that the illegal aliens could safely return home, the real motivation was likely to assist Charlotte’s large illegal population in obtaining driver’s licenses.
According to the NCDOT website, the North Carolina DMV accepts “Matricula Consular cards issued by the Mexican consulate for North Carolina.”

Also needed for a license is “Proof of Identity Documents,” and any “Valid, unexpired Passport from any nation” will fulfill that requirement.

Another reason for the distribution of the Matricula Consular cards is to help Mexican illegal aliens secure bank accounts, credit cards, and loans in this country.

Of course, we all know that on October 26, 2001, President Bush signed the USA Patriot Act. However, what most people do not know is that contained in section 326(b) of the USA Patriot Act is a provision that allows US banks to accept Mexican Matricula Consular cards as a valid form of ID for opening bank accounts.

Acceptance of the IDs to obtain loans is actually a large but often overlooked aspect of the U.S. mortgage meltdown.

It should be noted that while our President and Congress ordered American banks to recognize these Mexican-issued cards, there is not one Mexican bank which accepts their own government’s Matricula Consular card as a valid form of ID, because the bearer’s identity is basically untraceable.
