Default Nightingale Hedging Bet On Immigration

From an event at Palm Desert:

Chelene stated that she has always been for Legal immigration.A gentleman in attendance voiced his concern that Chelene is splitting the Republican vote. Chelene replied to the gentleman's comment by saying the time for voting by party is over and that we must move on and vote for people with the right ideas who have The People’s best interests at heart.
The Palm Desert Tea Party was a wonderful event and Chelene was well received by this enthusiastic group of patriots. When the meeting was over, Chelene talked with many of the people in attendance and answered any questions they had.

"Improve" could mean a lot of things. But, "improve" for who? For people who want to get here or "improve" for genuine citizens already here? Certainly citizens need the process improved since we have the most at stake for the consequences of a lax process. Here's an easy way to figure out what she is talking about:

Will an "improved process" increase the number of immigrants or decrease that number? Basically we are letting too many people in and "improving the process" would certainly mean decreasing the quantity and increasing the quality. Especially regarding language. You must be fluent in English to be a citizen.
