At this point "suspected of" is the most plausible way of explaining the situation. If you can't speak English, you can't be a US citizen and need to be able to show to law enforcement at any time proof that you are in the country legally. If you can't, you should be suspected of being an illegal immigrant. If you do speak English and don't have a driver's license, checking to see if you are in the country legally should be routine, every time. There should be some way of doing this. If English is a second language in this case, this also should qualify somebody as being suspected of being an illegal immigrant.

If you are driving without a driver's license, this is a serious crime and even if law enforcement is not obliged to investigate legal status of the driver at the scene, then somewhere somebody in law enforcement needs to be able to find out what it is.

Law enforcement is bound to be careful of what they mean when they say "suspected of". They are bound to use the phrase in a context far different then the way we use it in common language.
