You're exactly correct. But for those that recognize this huge problem, it seems that nothing can be done to stop the spiral downward in education. Those that control the Dept. of Ed. are only concerned with their own comfortable position and increasing their $$$$ both in their pocket and slush fund.

This spiral has been happening for so many years/decades now that it would take something seemingly insurmountable to reverse it. Only those young students with families that care about a good education and are willing to take the task upon themselves seem to have a chance at a decent education; because it sure isn't happening in just about all of our schools today.
