Claim accuses Rialto police of group sex at union hall

A woman who raised allegations about Rialto police officers having sex with strippers at a police union building has filed a $500,000 claim against the city.

The claim by Nancy Holtgreve, a waitress at the Spearmint Rhino strip club, describes police officers engaging in group sex at the police union building with female employees from the club. She accuses the city of fostering and perpetuating a culture of sexual harassment by police officers.

In her claim filed Wednesday, Holtgreve said she was impregnated by James Dobbs, a Rialto police officer whom she accuses of harassing and abusing her after she had the baby and sought child support.

Her attorney, Danuta Tuszynska, of Riverside, said Holtgreve asked for assistance from police and city officials about the conduct but was ignored.

"She has been continually threatened and abused by Dobbs," she said. "It's time for this conduct to stop."

Efforts to reach Dobbs were unsuccessful. A Police Department spokesman referred questions to the city attorney and said he could not pass a message on to Dobbs.

Last month, Rialto Police Chief Mark Kling announced a personnel investigation and placed four police officers on paid administrative leave after Holtgreve came forward with the allegations.

Jimmy Gutierrez, Rialto's city attorney, said he plans to return the claim as untimely and insufficient. He said the events described in the claim took place in 2008 and 2009 and involved consensual acts.

Gutierrez said the claim fails to establish a violation of state law by the city that damaged Holtgreve.

"All I can see is a series of events they admit to and then they say 'City, give me half a million dollars,' " he said. "That doesn't cut it."

Holtgreve said she began dating Dobbs in late 2008 or early 2009. They would have sex at the Rialto Police Benefits Association building, sometimes while he was on duty, she states in the claim.

She said officers frequented the strip club and made arrangements to have sex with female employees at the police union building. Occasionally several of them would have sex together, she said.

Since the allegations were raised, the union has changed its procedures so that union members no longer each have a key to the building and are granted access only for legitimate business.
