Default San Rafael police release peeper photo

"San Rafael police released a cell phone image of a suspected peeper in the hopes of solving that case and possibly three other lewdness investigations.

The image was captured Dec. 13 as the suspect was fleeing from the downtown Transit Center, where he allegedly spied on a woman in a bathroom stall. As the woman chased him from the restroom and called for help, a witness snapped the photo on his phone, police said.

The man, who had medium height and build, was wearing a dark hooded sweatshirt with a Golden State Warriors logo. Based on his physical description, police suspect he could be the same man who reportedly masturbated or exposed himself in front of women on three recent occasions in the downtown area".

San Rafael peeping suspect arrested.

(Provided by Jason Manning)A San Rafael peeping suspect was arrested Friday with the help of a photo snapped by an intervening witness, police said.
Oscar Anibal Galicia Morales, 27, was also arrested on a theft-related allegation after police recognized the hat he was wearing Friday from a surveillance video in a unrelated case from last month.

Police are also investigating whether Morales can also be linked to a series of indecent exposure incidents in the downtown area over the past several weeks.

"I'm really proud of that photo," said San Rafael resident Jason Manning, who took the picture that led to Morales' arrest. "I'm really glad I could help out."

San Rafael police released the image to the media Thursday in the hopes of identifying a man who allegedly peeped into a woman's bathroom stall last month at the Transit Center.

The woman in the stall, Carmen Prieto of Novato, said the man put his head under the dividing wall and looked up at her smiling. Prieto chased the man into the street and confronted him while calling out to witnesses.

Manning, 36, was at the Transit Center waiting for his wife to arrive. Manning said he was afraid the suspect might attack Prieto when she confronted him, so he came over to assist.

Then the suspect turned away from Prieto and started walking in Manning's direction. Manning held up his compact Kodak camera and took the picture.

"He was quite surprised," Manning said. "He wasn't expecting it."

On Friday, after the photo was published,
police received a tip from a resident identifying the suspect as Morales, a downtown transient. Police found Morales near the Transit Center and brought him in for questioning.
"He admitted to being involved at the Transit Center," said San Rafael police Sgt. Jim Correa. "He placed himself at the scene."

Police are still investigating whether Morales is the man who has recently been approaching women downtown while masturbating or exposing himself. Police have documented three such incidents in the past few weeks, and the suspect's description is similar to the Transit Center case. In one instance, the man grabbed a woman's buttocks before fleeing.

"We're still trying to link him to the other incidents," Correa said.

As police were preparing to take Morales to the county jail Friday, investigators realized the hat Morales was wearing was similar to one they saw on a man in surveillance video from a different case.

The video was taken Dec. 17 at the Safeway on B Street, where a man was shown taking a woman's unattended wallet, said San Rafael police Detective Allan Castaneda. The hat was tan and had a distinctive fish logo on it, Castaneda said.

The wallet contained $50 in cash and credit cards, but there was no evidence the cards were used by the suspect.

Morales was booked into jail on suspicion of peeping and taking lost property. Bail was set at $602, but Morales is also being detained on a no-bail federal immigration hold pending further investigation into his citizenship status.

An initial court appearance was expected Monday".

Knowing the Marin DA's Office, this Pervert/Thieve will be back on 4th St./Canal area by sunrise monday morning.
