Default Why The Earned Income Tax Credit Exists

A lot of media has been given to the Earned Income Tax Credit lately over the discovery that illegals have been getting it, and that many of their alleged children that qualify them for it are actually in Mexico. This week, one of the RSS feeds from Sacramento county relayed that the IRS was giving an award to our county via the Board of supervisors for the great accomplishment of having given free tax help to low income residents through the welfare department. In fact, the county has trained about 30 welfare employees to encourage people to file for the EITC, and hold their hands while they file the tax forms.

I won't bore you with the numbers of people and money this one county has spent or helped spend to that end, but rather point out why they are so driven to give away this money in the first place. Even to illegals. The bottom line to it, is that the compliance rate for low income people to file a tax return is so low that it has the federal government worried sick. After all, who needs to file a tax return when you get welfare above board, with it's income limits I might add, and then you either work under the table or run an underground economy business? Filing a tax return doesn't make much sense to a person of that caliber. And when you are illegal, it makes even less sense to file a tax return. Not only would you be declaring your illegal status somehow, but you'd upset an apple cart of freebies by making a statement under penalty of perjury in a language you don't speak or even like, and in a land where you don't understand the law without a MALDEF attorney standing next to you.

So that leaves us with a population of welfare recipients, illegal and not, who have been living without the IRS for many years. The IRS is not OK with that, and neither were the institutional bureaucrats in the congress. Let's face it; there are millions of illegals getting welfare for their kids in the very least, and an already existing population of millions more citizens who are pidgeon-holed in that category. Think of those numbers nationwide for a minute. Millions of people shunning the institution of filing a tax return.

What's a bureaucrat to do? Well that's an easy one for them. Bribery. They bribe people to file for a tax return with your tax money. They call it the Earned Income Tax Credit, but really, it's the bait. The IRS gets several million new filers each year, and hangs on to millions from previous years. The low income residents get a thousand or three dollars for complying with the tax code. The only loser in this is the working taxpayer of course, and although many qualify for it too, the end result is that a whole lot of people are getting quite a bit of something for nothing, and if your county is like mine, they don't even have to pay a cent to get their taxes done. Welfare does it for them.

The taxing arm of the congress is a sneaky, manipulative entity. I see why so many people have taken issue with it

The Internal Revenue Service will recognize the Department of Human Assistance (DHA) for its Volunteer Income Tax Assistance (VITA) Program during the Board of Supervisors meeting on Tuesday, June 12 at 9:30 a.m., 700 H Street. Representatives from the IRS will present their perpetual Award of Excellence to DHA for demonstrating their dedication to the community and a commitment to providing taxpayers with quality service.
In 1999, the IRS and Sacramento County began a unique partnership to provide free income tax preparation assistance for moderate and low-income working individuals and families with the emphasis on claiming the federal Earned Income Tax Credit (EITC). DHA staff is trained by the IRS to process federal and state tax returns electronically. The free service saves the cost of using a paid tax preparer or fees charged by rapid-refund lenders which averages between $250 and $300. The model program has been replicated in other California counties.
During the 2012 tax season, 33 trained DHA staff prepared and electronically filed more than 1,300 federal and state tax returns. Total federal refunds exceeded $2.2 million ($1.2 million in EITC).
“Since we began this innovative program more than a decade ago, millions of dollars have been returned to qualified working families who need it, and into the local economy,” said Paul Lake, Director of the Department of Human Assistance. “I am proud of our partnership with the IRS and to my staff for their continued efforts to help low-income working people in our community.”
The EITC is considered the most effective anti-poverty tax credit offered by the federal government. It is designed to encourage and reward work as well as offset federal payroll and income taxes. The IRS estimates that millions of EITC dollars go unclaimed each year simply because eligible taxpayers do not apply for it.
