I believe the reason that not all departments are complying is that there are open borders sympathizers in key positions in those departments. If the true cost of providing services to illegal aliens was made public, it would refute the propaganda that illegal aliens are net contributors to our economy.

There is a way to handle the problem of non compliance - the behavior is insubordinate and the obvious remedy is to fire whomever is not providing accurate information as required.

There are battle lines forming everywhere. It shouldn't shock anyone that this tug of war over the right of determination is taking place within our government structure. what I strenuously object to is the heads of departments taking a side using their status as a bully pulpit. We've seen the city police department chiefs up here lobbying for amnesty. Totally unacceptable as far as I am concerned.
