The population of the United States is about 310 million, and we have about 40 million people on welfare. That leads to about 13% of the US population is on welfare, which is about what the current unemployment rate is for the urban area of San Bernardino, Riverside and perhaps far eastern LA counties.

California is reputed to have over 30% of the nations welfare cases with something like 12% of the population.

According to the 2010 US census, the population of California is 37253956.

So that would lead to 12 mil people on welfare in California, 32% of the population of California.
