The workload was accelerating because they had already trimmed the workforce to ridiculous levels to save costs. Caseloads were then piled on to existing agents, and many cases were either lost or sent to litigation for the lawyers to lowball and attempt further dissuasion. They were not keeping up with the workload, and more and more cases were ending up in court instead of settlement. I haven't ever had a Farmers policy myself, but from a few websites that still exist you can tell they have become notorious for lowballing lately.
There are some new foreign language speakers being hired, but mainly they are looking for new, younger recruits they can abuse, pay less, and offer less bennies to.
