a friend who works in one of the local schools told me tha the English Learners program is an exploitive scam to suck money into the school district.
There was a newspaper article probably from the Times or Daily news which described the program as a scam as well, by which administrators did a dis-service to the kids intentionally kept in the program long after they reached proficiency - they weren't being taught material they could comprehend. They were intentionally kept behind to justify revenue, as I understand it. Gil Navarro strikes me as a combination of Gil Cedillo and a toned down Nativo Lopez...
