Is this the onenear Arco Arena? If so, it is because it is the new location of the Mexican Consulate. Mexico purchased that parcel and built their consulate there. Under protocols, it is proper for them to fly their flag on the consulate property.
If that isn't the flag you're referring to, please let us know where it is

I don't know if you're aware of this, but Save Our State was instrumental in getting the current version of the mexican flag removed from Sutter's Fort downtown by holding repeated protests and contacting officials within the State Parks department. There was no protocol that permitted that flag.
