How do they ?

I would like to know how they count the illegals.

BP says they only apprehend 1 in 3 to 10.

Estimates of illegals in the USA range from 12 million to 30 million !

*( 30 million would be 600,000 per each of 50 states { 30,000,000/50 = 600,000 }. I don't think so.

Why is it that they are so good about counting and so bad about enforcing existing laws ?
