This supposedly has gone on for a long time and there were large numbers of unclaimed bags at bus stations, i.e. the owners of the bags were kidnapped and ended up in mass graves. Authorities sat on this and did nothing. Just unbeliev  able!

Those killed may have possessed entry documents, or the ability to obtain them, an were killed so persons of choice could be substituted. Remember Juan Corona?
