This looks like it might be it. But it really doesn't explain how the bill actually "gives police more power - and more direction - to stop and arrest those who they believe are in the country illegally". As the article goes into explaining the bill it says "SB1070 would require police to make a 'reasonable attempt' to determine the immigration status of anyone they come into contact with during an investigation." That isn't the same thing as requiring police to stop and arrest people they think are in the country illegally.

If the police see somebody who cannot speak English, and they have no papers to identify themselves as being in the country legally, they should be required to arrest them on suspicion of illegal entry.
