Default Crime Reporting Down Because Stats Skewed By Private Enforcement?

I looked this over in the records, and am now wondering if this private security policy isn't hiding crime reporting when the stats start showing a drop in crime. I also looked at the company and the principles behind it that was supplying this private service. Fist off, the company reads like a who's who of middle eastern business world:

Mohamed Ahmed CEO
Youssef Abdallah COO
Ahmed Kasem Chief counsel

Hamza Mohammed Accounting

Hatem Ahmed Sales

Khaled Ahmed Operations manager

And secondly, this company is proving the enforcement by judicial force to a housing project the size of some small cities:

100 buildings consisting of 4 plex apartments, condos, and homes. Parking at night is a problem because so many people per unit. Also, most people at work during the day. Recent foreigner arrivals, mainly hispanic, all working as Americans struggle with record unemployment
