The point is that the employer should be paying for his sin of hiring illegal labor. In the above case, it happened that way. Shouldn't it be that way for others who hire illegal labor? Hire an illegal, go to jail?
"They" wouldn't be coming here if it weren't for people who hire them.
It's sort of like "no money, no honey".
