Once something is added, it is never removed.
The Bush tax decrease is a good example, supposed to die 12-2010 but it just got 2 more years of life. This is not an increase but one of those things that is supposed to have an end of life but gets a life saving injection.

For that matter look for EVERY thing we use to rise in price/fee from now on. It started at least a couple of months ago, no actually last year when they tacked a fee on property tax.
