I don't think so. A transition from an illegal immigrant to a guest worker program is most certainly amnesty. And exactly what is he talking about when he says "exiting in a fair way?" If we throw out an illegal immigrant without prosecuting them for being here, then that's already more than fair.

If Issa wants to play word games with the word "amnesty", then let's let "amnesty" mean no prosecution for illegals who turn themselves in to be deported. Remember again, there is no such thing as lawful self deportation. If an illegal leaves the US by illegally crossing borders again, then they have commited a second crime and our borders have proven ineffective once again. It is just as great a security risk to have people leaving the country without scrutiny as it is for them to be coming in illegally.
