About 10 years ago I rented a room to a woman who had been born in Camarillo, Ca but her mother raised her in Mexico. So she was a US citizen, but spoke very little English. She didn't have to learn English to become a citizen, she was by birth. But probably in her mind she was Mexican. There are a number of situations like this I suppose. We know they come here to drop a baby, and often they leave once giving birth. So as a result, we have legal citizens who are no more American than someone from China, except on paper. We need to change the 14th Amendment.
