Run your government like a business. Treat your public property as an asset to barter like any other, and let the market detrmine the fair value. Trouble is, our kids are the losers. We might as well just make them carry ads right on their backpacks to and from school. Once you create the market, you can't do much to deny whomever comes up with the cash.
