The answer is to destroy the death grip that the major parties have on government in the "two party system". The way that they monopolize government is by using the government to keep track of what political party registered voters belong to. There are government records of what political party you belong to if you are registered to vote. There is no reason for the government to keep such records except for the purpose of primary elections which are government run elections provided for the political parties to pick their nominees for office.

All that is necessary to destroy the "two party system" is to make it a crime to ask a registering voter what their political party is. This would end the primary election system, and the government records of the party affiliation of voters. These lists are how the "two party system" manages districts and gerrymanders them. Get rid of the lists and the government goes back to confronting issues instead of districts.

That and the lack of term limits is what makes the "two party system" so powerful. Get rid of it and both the Republicans and Democrats will have to go back to being political parties again instead of government.
