I think this is BS.

The National crime computer has been in effect since at least the early '90's.

An overnight stay in a county jail gives the Feds a full set of palm and fingerprints plus pictures, and god knows what else.

An arrest with police "charges" from all those years ago will show up, as well as any convictions.
