Getting to the article, it had to do with some Hispanic people who moved into a polluted area and were later working to get it cleaned up.
While it should have been cleaned up anyway, those people moved into it like people who buy houses under a flight path, next to busy train tracks, or in close proximity to a dairy or poultry farm.
Racism had and has nothing to do with it, "racism" is tossed into the dispute for emotional value.
It's funny that the soil recycling plant operators on the Cabazon band of mission Indians reservation in the Coachella valley aren't accused of "environmental racism"

It brings up several issues, not the least that a modern casino owning group of people can bribe state and federal legislators with campaign contributions for favorable legislation and still claim to be "sovereign".
