Vicente Fox is not part of the common rabble. His political role is to shovel significant portions of the rabble into the United States so that the general situation in Mexico doesn't blow up in the government's face rather than fix problems. If it does blow up there would have to be an effort towards real reform, but it would probably wind up as a much more obvious dictatorship than it's been since the days of Porfiro Diaz.

This in spite of the fact that Fox came to power in what was arguably the first half way honest election in Mexico ever.
