Let's not fixate too much on Latin America. California and the rest of the country are a taxpayer funded orphanage for the rest of the world too, including a good part of Asia. Smaller countries make smaller contributions, but it is all the same problem to be confronted with the same passion.
It is a poor strategy to identify the problem as Latin American when the political machinery propping it up is so huge. Best to keep identifying the problem as general and not specific to any one territory, people or country. Keep the rest of the global social dumping in the US on the gravy train of Latin American immigration politics. They don't contribute to it, but benefit from it and burdening the La Razaists with the immigration issues of Asians, for example, serves to burden and disorient them.
Keep the source of the problem anonymous and nobody will be confused or disoriented as to who the worse contributors are. It is obvious every time you step out onto the streets.
