The whole point of student visas is and always has been to provide opportunities for foreign students to be educated in other countries so that the countries they come from might benefit when they return home and apply their education. Student visas were never intended to be a part of immigration policy.

This was clear decades ago in America.
However, irate students who overstay their visas in Australia are Australia's problem to deal with.
