The Government of the United States, ICE Immigration and Customs Enforcement, has a program to assist Mexican nationals who wish to return to Mexico voluntarily. This provides free air transportation from Arizona to Mexico's capital and includes inland local bus transport for some pueblos in Mexico. Mexican citizens who wish to participate will need to travel to Arizona to be listed on flights which will occur at the rate of one per week lasting 80 days and ending September 28, 2011. This year's program is sponsored from Yuma and Tucson.

That sounds good, but when we say without recrimination, do we mean they are not documented as being in the country illegally? Because otherwise, what is to prevent them from coming in again illegally? This should be run as an amnesty, where the criminal behavior is documented, but criminal charges are waived on the condition of leaving the country,
never to come back and to be excluded from any further consideration of legal entry or citizenship.
