Default Cross Border Trucks Nailed At Otay For Emissions Violations

I must admit I have a disdain for pollution, and a bigger one for the air resources board, but there's a bit of justice going on in regards to enforcement for once. This case is going through Sac Court right now, and it's a trucking company owned by a seemingly bunch of mexicans, who seemingly hire only mexican drivers, who cross the border, and their trucks aren't in compliance with the CARB rules. They're getting fined, but will they pay...we'll follow up and see. But in the meantime, looking at the case evidence you'll see a few things of interest.
1) several of the drivers have mexican drivers licenses
2) one was a bus, and the officer said he didn't want to hold up a bus full of people (coming from mexico), and the driver refused to sign the citation
3) the judgement is final, and not appealable or reviewable by any court?
This last one is important, because if this becomes SOP, you lose your right to a trial, or jury trial.
