This is how corrupt our system is.
While it is true that cities are not liable for crimes committed in those cities, in this case, the city was an active participant in those crimes. Suppose it wasn't a city, but a brother, girlfriend someone else who hid the criminal and concealed him from law enforcement. You can bet your booty that the third party would absolutely have some criminal charge brought against them.
This is a city that says open season on citizens.
