Why should they stop coming? The public discussion on the law always frames it so that only illegals who are breaking some other law and actually caught breaking some other law have anything to worry about. And since we can't seem to catch them breaking our laws against entry, why should they worry about being caught breaking some other law?
They are not going to stop coming until it is clear that law enforcement at all levels will act aggressively against the simple presence of illegal immigrants.
