One of the countries that use such birthing tours extensively is South Korea. South Korean women will beg borrow and steal to get here on a birthing tour to have an American born child.
They do it because we allow it and they do it because the Korean constitution has mandatory military service for all Korean born citizens. With an American birth certificate that child can opt out of military service. A practice that could well cripple South Korea's ability to defend itself. Not only that, but with a deadly enemy next door, South Koreans believe that an American child will help them get out of a country at war with its neighbor.
We aren't helping other countries by allowing citizenship to be bestowed on their children.
