"Improve" could mean a lot of things. But, "improve" for who? For people who want to get here or "improve" for genuine citizens already here? Certainly citizens need the process improved since we have the most at stake for the consequences of a lax process. Here's an easy way to figure out what she is talking about:

Will an "improved process" increase the number of immigrants or decrease that number? Basically we are letting too many people in and "improving the process" would certainly mean decreasing the quantity and increasing the quality. Especially regarding language. You must be fluent in English to be a citizen.
