No, I'm afraid this one cannot be explained that way. there are too many facets to this bill, but it was already brought under another bill number, where it was shelved in committee. Now that Fuentes is chairing the committee, this old unrelated bill that went through numerous hearings was washed clean out and the language is now one that would change the revenue and tax code to include illegals as a taxpayer. the bill is creating a separate taxpayer category of illegals who don't have social security numbers, creates a program to track the money they pay in taxes, withholds the information from the public records act, and a host of other things, which I'm still analyzing.
This bill was dead under another name, but Perez, the house speaker reshuffled committee chairs and that gave the mexican contingent opportunity to revive the dead
