As I recall:

When I worked in Lancaster in the early 80's, Sun Village struck me as a black community. However, builders bought up loads of cheap lots and built loads of extremely shoddy but cheap houses for people who couldn't afford to buy in the San Fernando Valley close to work and were willing to fight their way down the 14 and back every day.

They were mostly whites who moved into Sun Village, and the blacks from Sun Village moved out to North Lancaster.

Black flight. Go figure.
