No; What you say is not true, thanks to non-assimilation, and anchor baby tolerance. You must be able to speak a minimum of English to obtain citizenship when you are an immigrant; If you are born here and your parents speak only spanish or english and let you grow up that way also, your command of english might be so bad that you don't understand what goes on outside of your immigrant circle. Our government is far too lenient and too accomodating to non-assimilators, and illegal alien anchors.
